Real Estate Appraisal
Overview: The New Jersey Real Estate Appraisal pre-licensing requirements include 90 hours of classroom instruction in addition to the accumulation of work experience through apprenticeship. To meet the classroom requirements, the following courses are offered. The first three courses are offered each Fall and Spring Semester. Usually two of the three remaining subjects are offered each semester.

Basic Principles of Real Estate Appraisal
Description: This course offers an overview of real estate appraisal and fundamental principles underlying the appraisal process. Topics: Real Property and its appraisal, the valuation process, foundations of appraisal, real estate markets and analysis, money and capital markets, fee simple and partial interest, data collection and analysis, neighborhoods and districts, land or site description, and building description. Prerequisites: High School diploma or equivalent.
Courses Approved by: The State of NJ Board of Real Estate Appraisers for 32 hours of pre-licensing and 16 hours of Continuing Education Credit and the NJ division of Taxation Tax Assessor Continuing Education Eligibility Board for 15 hours of Continuing Education credit in real estate appraisal toward the CTA designation .
Real Estate Appraisal Procedures
Description: Learn how real estate appraisers apply real estate valuation procedures in conducting and performing real estate appraisals. A familiarity with the principles of real estate appraisal, as evidenced by the successful completion of the Basic Principles of Real Estate Appraisal course or equivalent experience, is required. This class will cover the basics of writing a real estate appraisal report. Topics: Appraisal Math, approaches to value (including the Cost, Incomes, and Sales Approaches), reconciliation of value indicators, and reviewing the narrative appraisal report. Prerequisite or Corequisite: CEG 005 (Basic Principles of Real Estate Appraisal)

Uniform Standards of Professional Appraisal Practice Qualifying Course
Description: This course is designed to aid real estate appraisal professionals in understanding the USPAP. Topics: Orientation, History, Standards Structure and Real Estate Appraisal Process; Preamble and Ethics Rule, Competency Rule, Departure Rule, Jurisdictional Exception Rule, Standards, Statements, and Advisory Opinions.
Course Approved by: The State of NJ Board of Real Estate Appraisers for 15 hours of pre-licensing and 15 hours of Continuing Education Credit and the NJ Division of Taxation Tax Assessor Continuing Education Eligibility Board for 15 hours of Continuing Education Credit in administration toward the CTA designation .
USPAP-Continuing Education (7-Hour) Course
Description: This course is designed to aid real estate professionals working in all areas related to real estate appraisal practice in understanding the Uniform Standards of Professional Appraisal Practice. This course is for appraisers who require continuing education credits only, i.e. it is not a pre-licensing course. Topics: Orientation, History, Standards Structure and the Real Estate Appraisal Process; Preamble and Ethics Rule; Competency Rule; Departure Rule; Jurisdictional Exception Rule; Standards 1 through 10; Statements; and Advisory Opinions. Students and Professionals (including Real Estate Appraisers, Brokers, Sales Agents, Lawyers, Bankers, and Tax Assessors) seeking a better understanding of the professional standards of real estate appraising should consider taking this course.
Dynamics of Real Estate Markets
Description: This course introduces micro/macroeconomics and urban economics theory and concepts and relates them to real estate market activity. This course was formerly entitled Introduction to Real Estate Economics. Topics: Overview of Economics and the economy, output measures and other macroeconomic indicators, fiscal and monetary policy, basics of urban areas and urbanization, comparative advantage and location decisions.

Real Estate Valuation in Litigation
Description: This course is designed to help students learn about how to be a better expert witness in the area of real estate appraisal. Topics: The course provides background on the litigation environment, just compensation, and other special sub-topics dealing with litigation issues.

Real Estate Appraisal Writing Course
Description: This narrative appraisal-writing course is designed for both the residential and nonresidential appraiser. Skills learned are applicable to form and narrative reports. Each student will be required to complete a narrative report guided by a template, class instruction, and research in the field in order to receive a passing grade.

Real Estate Sales
Description: Prepare for the NJ Real Estate Sales Exam. Topics: NJ Licensing Act and regulations, contracts, property rights, mortgage, & leases. Prerequisite: High School diploma or equivalent (GED) Preparation for Certification Exam/Credential: Eligibility Certificate (valid for one year) to sit for NJ Real Estate Salesperson Exam
Real Estate Broker
Overview: The New Jersey Brokers licensing courses are available to actively licensed real estate agents in New Jersey
. The agent must be active for at least three consecutive years immediately prior to course enrollment or possess a waiver from the New Jersey Real Estate Commission. A total of 150 hours of instruction is required to be eligible for the licensing exam. Core Course – 90 Hours
Topics: Agency, brokerage, listing contracts, sales agreements, residential finance techniques, appraisal, closings, real estate math, rights and interests in land, methods of ownership, transfer of rights and interest, contract law, mortgages, fair housing laws, and New Jersey real estate licensing laws.
Agency and Ethics – 30 Hours
Topics: In depth review of the New Jersey Real Estate Commission’s Rules and Regulations. The NAR code of ethics, agency law and other real estate applications are examined and applied to case studies. Prerequisite: 90-Hour Core Course
Office Management – 30 Hours
Topics: The course examines the regulatory requirements to operate a real estate brokerage. Included is a comprehensive coverage of business management skills. Prerequisite: 90-Hour Core Course
Uniform Construction Code (UCC) Program
Overview: Courses in the UCC program are open to anyone interested in construction and mandatory for those desiring licensure by the New Jersey Department of Community Affairs, (DCA) pursuant to NJAC 5:23-5.20.
Savings: Whether taking this course for personal or professional reasons, you may be eligible to be reimbursed for a portion of the cost of any U.C.C. course. To gain eligibility for reimbursement you need to complete an application and get your “Log Number” from the Licensing Unit of the DCA. You may obtain the application by calling the Licensing Unit at 609-984-7834. The Log Number will be needed to file for the reimbursement.
DCA requires that courses be taken in proper sequence. Please check for prerequisites listed with the course information. (Note: BCC does not offer every required course every semester). In addition to attending class regularly and passing course exams, licensure candidates are required to pass a national certification test. Candidates should obtain and review a licensing application packet from DCA’s Licensing Unit at (609) 984-7834 before undertaking their first course. Social Security numbers are required for course registration.
Building Inspector, Industrial Construction Specialist (I.C.S.)
Topics: Structural Design and analysis, materials, standards, plan review, inspection techniques, the Uniform Construction Code. Prerequisite: CEH 903, R.C.S.
Construction Official
Description: Designed to acquaint officials with the Construction Official role. Topics: Office organization, purpose and fundamentals of code enforcement, procedure for processing cases, search warrants, administrative hearing processes, and more. Prerequisite: CEH 901 (Subcode Official)
